Will a President Giuliani appoint justices who have a clear conservative record and a history of refraining from from using ideological and political benchmarks to solve divisive legal questions?

I would like to see a USSC Justice who is more libertarian perhaps, who would be more proactive in domestic matters such as tax law, search and seizure, legal inequities between poor and rich, eminent domain and generally defanging the federal bureaucracy's ability to needlessly intrude into day to day life.
